Jim Boyce |
Jim has worked as the Team Leader Building Services at Greater Taree City Council for 19 years since moving from his home in Wales and his position with Cardiff City Council held from 1981 to 1991.
He has been a member of the depa Committee since 2008 and is currently serving as Vice President.
Jim enjoys the leading role that depa takes in all matters that are relevant to our professions in local government, most recently the role in accreditiation of Council Building Surveyors and the 2010 Award.
He realised the importance of active participation in the union having lived through the miners strike in Wales in the 80s, and saw the effects of Thatcherism (or economic rationalism) on many small communities throughout the South Wales coalfields following the strike. This has cemented his position in relation to strong union representation, and he believes depa is a fine example of this.

Darren Greenow
Committee Member
![]() |
Darren has worked as Principal Development Compliance Officer at Pittwater Council for 10 years having previously worked at Penrith, Manly and Warringah councils and the Olympic Coordination Authority in both health and building positions.
He has been a depa member since 1989 and had two stints as a Committee Member, 5 years between 1995 and 2000 then again from 2010 to the present.
Darren believes that given our relative size, depa is a heavy hitter on the local government industrial scene and truly makes a difference. Membership of a strong and focused union is vital in these constantly changing times and he is proud to make an active contribution as a member of the Committtee of Management.

Kerry Hunt
Committee Member
![]() |
Kerry has worked at Leichhardt Council for 14 years and her current position is Building Coordinator Assessments. After spending her trainee years at Bankstown she worked at Ku-ring-gai and had a 5 year stint in the UK where a significant part of her time was spent at Westminister City Council in the heart of London.
She has been on the Committee virtually all her career, including being the trainee representative, Vice President and was the first female President of a local government union, serving for 6 years. Kerry was awarded life membership of depa in 2010 when she stood down as President.
Kerry says union activity is a constancy in her life and knowing there is an organisation committed to ensuring hard-fought wages and conditions are maintained and improved is essential to doing your job without fear or favour. Being a Committee member keeps her well versed in current trends and issues to feed back to members and allows her a voice.

Ian Robertson
Secretary
![]() |
Ian has been the Secretary of depa since May 1984 and has worked as a union official since 1974 -almost 10 years with the NSW PSA and a brief period with a Federal gas union.
If there was an important or interesting thing in local government since 1984, Ian would have been involved (or responsible for it) or at least aware of it.
Ian thinks is important to have an active, strong and assertive union to represent the interests of health, building and planning professionals and is committed to the principles of equity and fairness and the creation of satisfying and rewarding work that recognises family and other responsibilities.
Ian is a Director on the Local Government Super Board and has been since its inception in July 1997. He is committed to good financial returns for members’ retirement while at the same time minimising any adverse effects of those investments on people and the planet.

Andrew Spooner
President
![]() |
Andrew is the Manager Compliance Services at Campbelltown City Council. He has worked there since completing his B.App. Sci (Env Heath) in 1986, filling positions in the fields of building, health and environment.
Andrew has been a member of the Committee of Management since September 1999, has been Vice President and was elected President in 2010.
Andrew originally became active when depa ran a dispute with 15 councils about the appropriate placement of positions in what was the "new" Local Government (State) Award. The Council at the time had refused to place his position of Senior Inventory level III and this was a successful result as part of the dispute.
This experience showed Andrew that it is important for employees to stand up for their rights and not to let employers get away with bad or unfair decisions. His courage in being the only member to contest a placement was rewarded in the dispute and he then became our delegate at Campbelltown in 1993 and has been committed to depa and the services it provides to members in the industry ever since.
